Watkins played both rugby union and rugby league internationally for Wales and Great Britain. He played rugby union from 1961 to 1967 and earned 21 caps for Wales. Additionally, Watkins represented the British and Irish Lions in 1966. He turned to Rugby league in 1967, signing a contract with Salford, for which he played until 1979. From 1969 to 1979, he earned 16 caps for Wales and 6 for Great Britain.
