Burns appeared in his first Olympics in 1976, elimianted in the heats of the K-2 500 meters and K-4 1000 meters. He finished fourth in his repachage of the K-1 500 meters at the 1980 Olympics in Moscow. At the 1988 Olympics in Seoul, Burns advanced to the semifinals of the K-2 1000 meters.
